IV    Explain each of the following in no more than five sentences. (30%)

31. The Aboriginal people are first inhabitants of the continent. Before the arrival of the white settlers, they were the sole inhabitants on the continent. They lived on what they could get from hunting and gathering. The Aboriginal society was organized strictly by laws and observances handed down from the Dreamtime. Today the Aboriginal people are the most disadvantaged people in modern Australian society.

32. The flag of Australia consists of three parts: the Union Jack in the upper corner of the hoist is the symbol of Australia's traditional link with Britain; the large seven-pointed star beneath it represents the six states and the territories; the Southern Cross, formed by the five stars on the right, is the dominant features of the night sky in southern hemisphere.

33. A public servant is a permanent officer of the public service. Most of the public servants are recruited through open competition. They are promoted on the basis of good performance. A career public servant is usually the head of a department of the public service and is responsible to the minister who is in turn responsible to the parliament.

34. Medicare is the national health-financing system in Australia. Under this system, public hospitals are provided with funds by federal and state governments. Each and every one of the permanent Australian residents has the right to receive inpatient and outpatient treatment in public hospitals without paying directly to the hospital. They can also receive medical treatment by medical practitioners out of the hospital and have their expenses refunded from the system. The whole Medicare system is funded by a special tax on income as well as general taxation.

35. The kiwi is the name of one species of the native bird in New Zealand. It is flightless. When capitalized, the word is also used to refer to the New Zealanders or things of New Zealand origin.
